Tubes down or tubes up won't make a difference really. Yes tubes down is "ideal" but tubes up will also work really good. It's only after many years that water may have permeated enough that you might start to hear gurgling sounds coming from the rad but by then OP will probably have upgraded or the pump would fail way before that happens.
